I'm looking at starting a ranger and was wondering if there is an Archers glove in the game that isnt tied to rng. 

I don't know that there is. However, if you plan to defeat the drake on the 5th level of Od Nua on either the 2nd or 4th day of the month, you will get one in the hidden bone pile. 

You can find a pair of Gauntlets of Accuracy but I don't remember just where or if they are tied to a particular day drop.
