question on rogue abilitiy...reckless assault

I noticed this ability was able to be chosen around lvl 3( I think) but I chose the %crit ability instead. However,  upon lvling once more I noticed reckless assault was not on the list of rogue skills to pick. Does this mean I will be unable to select it even at higher lvls?

On odd levels you get only class abilities, on even levels you get talents. There's some overlap, though. In any case, you may not have been able to select RA at lv4, but you will be able to at lv5.
