May 2, 201510 yr I talk to Cwenith and eventually decide to take the quest. I'd completed the other two or three quests in the area. I run around Twin Elms to get enough positivity to allow for the option to arrest the Captain. I ask the Twin Fangs hunter about surrender and if she wants him dead. I talk to him (Captain) and tell him he'll be a prisoner in my dungeon. He's a bit too happy about it, but oh well.. He walks down the path, fade scene...everyone's gone but my party. Wasn't the Twin Fangs hunter supposed to be waiting for me? Hmm... I would attach saves but I cannot get even one below the 1mb limit.
