There is chest in the doeberman house in Brackenbury that specifically states that it needs to have mechanics of 6 and 7 lockpicks or mechanics of 7 to open. I have mechanics of 6 and when I tried to open it with 15 lockpicks in my inventory, it kept telling me the lockpick failed. You might check it out.
