Not sure of how to read this when found on an item.

"Of Constitution +1, +1 Constitution" 

Does this mean I get one Con from the item, or two? And while I am here, what is the meaning of green text?

It's 1.  You can definitely verify this by equipping the item then hitting 'c' to look at your character.
