Stuck with the quest. I talked to Penhelm, visited Kurren, learned about forgery and Quest Journal suggests to "Show the affidavit to Commander Clyver". Neither Penhelm nor Commander Clyver have any dialog option about forgery. 

 

I read on forums that Penhelm was supposed to wait outside of the Hadret House but he did not. What went wrong? And how can I progress?
