The above post explains the bug very clearly however it is not limited to Heodan and Calisca or the are Cilant Lis. I have had it occur with a custom who i killed for 'reasons' in my stronghold and now my choices are to return to my stronghold and lose all these items if i do or backtrack 5 hours to my last save with that character alive.
This is a pretty severe bug and i'm surprised it hasn't received more attention, i'm inclined to not touch the game until there is a fix.
