Kolsc is not inside the keep, he's the guy in Guilded Vale who first gives you the quest to take out Raedric. Did you go to the Hold before getting the quest? Also, at the point when you meet him, Raedric is some mix of paranoid and psychotic so it's not necessarily a plot hole that he assumes you've met with Kolsc.
