Holy radiance's healing is Friendly AoE but Inspiring Radiance is not.

 

It should be Friendly AoE too IMHO.

It doesn't buff the enemy, it applies burn damage to vessels (golems, constructs, husks).

The description is just a bit lacking.

It would be clearer if it stated 17.3 Foe burn damage over 3.5 sec, +5 Ally Accuracy for 17.3 sec

But that's what it's doing.
