I think I've encountered a bug. At least I talked to the Warden and told him that Azo's experiments would have eventually caused another scandal, but it didn't trigger quest completion, but there are also no more items to do. (Related, I thought the conversation options for the Warden and Azo after the fight were weird.)

It's also possible that the quest isn't supposed to end and doesn't hint at what to do next, I suppose.

I think maybe I figured this one out - it marks itself complete at the moment you talk to the man at the end of the hall and the rest of your interactions aren't actually part of the quest?

I encountered the same bug. The quest is not complete. I don't have any saves before this as I am using the quicksave feature a lot. Please OBSIDIAN help!
