Should All Paladin's Exhortation have the consistent targets?

Now Liberating Exhortation can be use on paladin self while other Exhortation can only target allies. Should they be consistent? I think allow all Exhortation except revive one, wjhich is meanless, to be able to target pal themselves will give them a buff.
