March 31, 201510 yr It should deal freezing damage to enemies in it's path, but I haven't seen it damage anything. The buff part of the spell does work (I think).
April 4, 201510 yr Actually I tested this just a few hours ago, with 1.03 and the hotfix installed. While there was no damage animation, no floating damage numbers and nothing listed in the combat log both targets' health bars dropped one and two points respectively. So the spell clearly does something, it just doesn't say what.
