I've never met her before, and she seems to offer items.

However if I try to buy items with the dialog she doesn't open the store pane.

I've just tried to reproduce this issue and haven't been able to run into it.

 

Please, if you've got the save game files and output logs available, mind posting them so that we can take a look at the particulars of your case?

I've already narrowed the issue down and have a fix ready to roll for an upcoming patch.
