The old RPGs I used to remember had nice books explaining all the feats and skills and class breakdown with tables etc.

 

Does PoE have something like this? If yes, could you please let me know, which version has it?

Not sure exactly what books you talking about, but there will be a Prima Strategy Guide, also check out the Official Wiki and Orcz Wiki for more info on game mechanics, skills etc
