I can;t find much information on the wiki, but I have two questions.

 

1. Is there a requirement to use them?

 

2. Are they expensive to craft, I see the materials but I have never played so I don't know if thats expensive.

Yes, there's a minimum Lore requirement for them. Don't know how much crafting costs, haven't played with it.
