Note that the party is out of combat. Same bug happens in combat, of course. Basically it's a dead skill right now, which sucks because it's a pretty essential class ability. Not aware of any workaround -- tried exiting game and when I came back it was still broken.

Only fix I was able to find was to reload a save from before it happened. Problem didn't repeat so couldn't reproduce it.
