Are the same monsters always the same level? For example lets say I encounter a level 3 black widow spider (made up enemy name) at the beginning of the game. Would it be possible to encounter the same black widow spider at the end of the game as a level 12 spider?

I think I remember reading that bosses and quest monsters might scale, but that normally enemies don't.

Thought it was "crit path has some scaling, everything else doesn't" or something like that?
