Is this a bug or intended functionality?

 

BB Wizard uses Necklace of Fireballs, but each charge used counts against his 3rd level spell usage. The point of magical items and scrolls is to avoid this kind of thing, right?

 

If it's a bug, I'll post it in the other forum. If this is working as intended, can we talk about it?

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
