Confused about Chaos stats

I get that they are a % chance to apply status effects and DOTs on mobs as explained in the help topics but what does the number change the power of the effect or the chance of applying it?

 

Do they stack with abilities that inflict status effect IE does spin kick with 100% burn stack with Chaos fire items? If yes how does the chaos fire effect the damage dealt?
