Even if I point it at a single guy, he comes a little bit, then stops, looks around, I do the sound again, and he comes a little bit.................. Yawn... Freakin useless pile of poo.

It's not meant to lure them to you. It's meant to lure them 'away' from you. This is a spy/espionage game. Not a cat and mouse shootem up game.
