The QR Code on Thorton's Outfit?

This is driving me insane. You guys know that QR Code that's on Michael's outfit in the beginning of the game (before you can edit your appearance)? Is that an actual QR Code or did the developers just make it look like one and then fill it with random data? Because I've copied this QR code pixel for pixel so that it would be completely readable, and it won't read as an actual QR Code if you scan it. Does anyone have any idea what it says?
