Why I still can't kill Marburg?

I collected 100% dossier on Marburg and here are the statements that I did but I can't kill him.

 

(1)kill Al-Bara

 

(2)kill the gelato shop guy.

 

(3)got a -4 dislike on him.

 

(4)went to the west wing in the museum

 

But I still can't kill him,can anyone help me?
