Let's hope and pray it went to Iran and North Korea, because at least they seem to be all talk, no action - beholden to at least some small degree by their citizens and military and the desire not to be wiped off the map). I would be scared ****less if this stuff has been falling into the hands of terrorists instead.

Yes... because both those countries have the knowhow to create a bomb, and cheerfully engage in bonkers activity. Iran is possibly the world's biggest single sponsor of terrorism through its groups in Lebanon, and Iraq. And if it wanted to nuke the USA or Israel it would need to use 'foreign' uranium as the most basic step in plausible deniability.
