Theres 2 main FBI cops and theres the darker skinned cop that sounded a LOT like him (not the white'n' nerdy guy)

Smith, and Agent Schreck in Final Destination is played by Roger Guenveur Smith, so I'd say it's safe to assume it's the same person. Neo: "I know kung fu."
