The holo shows Bastila teling T3 to go in search of other Jedi. This is how he found the Exile.

 

No, influence is not needed, or a high repair skill.(You do get a weird sort of meditation with a high repair, though) All you need is a high intelligence.

Also, found out today that if Revan was female and LS, the hologram in T3 is of Carth, with basically the same statements (gender reversed).
