Can't talk to the administrator on Dantooine

I have been playing this game pretty much non stop and have completed all of the planets, coming to Dantooine only to find that I cannot talk to the administrator or the head of the militia, I click on them and nothing happens. As one might guess this is a bit of a hinderance in advancing the story. Does anyone have any suggestions, hopefully without having to restart?

Restart Dantooine....then talk to everyone else around before talking to them. Sounds stupid, but it's worth a shot...
