If you do every sidequest and explore everywhere and make sure to always stick it to the exchange, they should contact you. The list of things to do is long, so check a walkthrough.

 

You can also talk to this one guy in the Cantina and pay him to get them to contact you.

I found that by traveling around in the airspeeder the cutscene wouldnt play. What you have to do is walk around for a bit the scene triggered for me after going to the refugee sector (just before the screen changed).

 

After the slavers attack the ship and you leave again a new scene should play within a minute or two.

I have to agree with Volourn.  Bioware is pretty much dead now.  Deals like this kills development studios.
