I killed all the Red Eclipse but have yet to receive a commlink message from Visquick or whoever sends it.

 

Plus I can't get Handmaiden to dance a second time for Vogga to sneak in via drugging the hounds :)

Just do every quest you can think of, and eventually he'll contact you.
