Master Fury broken?

The skill description says it adds 2 attacks, but doesn't stack with burst of speed... however just using Master Fury and attacking... I still have just one attack.. what's up with that?

Hanharr's top frenzy ability also isn't giving the two extra attacks it's supposed to...

The real question is: Is this whole game broken?
