Have you taken care of everything in the refugee sector? That'll help. You should get an "invitation" from a person named Visquis after the other ships crew tries to still the Hawk. If you've already been through that then try talking to the merchant in the landing pad who wants you to get rid of the rodian female, Geeda I believe.
