Is this inside Khoonda or is it a seperate building?

There is a militia headquarters, i thought members of the militia were just stationed throughout the Khoonda facility. Are you looking for anyone specific?

the salvager who sells you artifacts... the woman.... talked about some salvagers who went into the tunnels and got the biggest Haul ever... the "haul" is at militia headquarters and Im thinkin the will you find there .. if you tamper with it.. can be made to make you the heir

Headquarters is in Khoonda, its a room of in the farthest right of the building

Yup, go to Khoonda and turn in the body and the will to the milita leader.
