I've been playing a lot of turn based mode lately, and I was wondering what does Blood Thirst's "clear next initiative" actually mean?

I thought it should be something like reset your initiative, basically giving you an extra turn, but from my testing it seems like it just removes the initiative penalty from Recovery.

Is that really all it does? or is it really functional?
