An Internet search revealed that this O.R.C. Beacon is unlocked for building at brainpower level 10. But I don’t have it in the list, despite completely completing the storyline and getting brainpower level 12. By the way, in the list there are several more empty elements at levels 2,4,5,8 (and this 10). And there are many elements without icons in building menu.
