About showed secondary acc not counting level bonus

The number 81 dosen't count the non weapon level acc bonus which 9, but actually there is which I tested in battle. Therefore I think the showed 81 should be 90 but I wonder why it shows 81.

It is the base ACC value, what you have explained: character ACC without level bonus.
But where does 95 ACC (the first value) come from?

The first is target: accuracy (+10), the second is foe aoe: Accuracy (+5)
