If use the respec option after the prologue It seems if you add or remove the Innovative trait with the respec option all crafting recipes that you had in the prologue are no longer in the crafting menu.

This bug, then in addition to compact rounds you should also miss out on the recipes for distraction device, concussive mine, explosive grenade, mag picks and shunts.

There is no way to gain them again. Only options are: start a new game and avoid the bug, always buy compact rounds or wait until this bug is fixed.
