Not completed "The Last Voyage of the ACS Free Market". Unrelated to puzzles.

In the quest mentioned in the title, the puzzle progressed without issue on my end. However, even after gathering all the elements and reporting them to the reporter, the quest does not mark as completed.
I received the reward, and indicators showing increased faction reputation appeared, but the quest remains listed as ongoing in the journal, and I can continue to interact with the reporter multiple times.
The reward does not trigger repeatedly, but no matter which combination of choices I select, the quest remains perpetually incomplete.
