Inez never showed up back in the town and there's no option to talk to Milverstreet.

Milverstreet is moving his mouth like he's talking to someone but there's no one there. I can't get any quest update from him because there's no way to interact with him.  Playing on PC / Steam.

I have thebsame bug playing on xbox series x I did explore a lot of the island, I found Inez and after I while I entered in the Town hall where Milverstreet is talking to Aunty on the big screen. After the "cinematic" , there is a text as if spoken by Inez, although she is not there nor Milverstreet speaks. He remains blocked, I can not speak with him or find Inez so their quest are blocked for me

Im still having this issue. I left Inez talking to Milverstreet not realizing I could recruit her.  I even left the planet and came back for her when I found out I could recruit her. I did the drone quest before I left planet. Now when I go into the town hall Milverstreet is there solo acting like he's talking to Inez, but she's not there, and I cannot interact with him. I've tried all the "fixes" ive seen online but none have worked. My saves don't go back far enough to start again before her, and I REALLY don't want to start all over again. This is very disappointing.
