'Fine' Gear missing from Dawnshore Docks merchants

According to the changelog for the recent update, the merchants at the Dawnshore Docks are supposed to now offer 'Fine' Gear in addition to 'Common'. I went to check the vendors, and both are still offering only 'Common' gear. Neither vendor offers 'Fine' Gear.
