Weird screen door/shimmer effect on most surfaces

Anybody else getting this weird screen door effect? I'm sure they are. Is it because I'm playing on performance mode? Haven't tried visual mode or whatever it is

Oh it doesn't show on DVR but it does through my camera.

Yep I am too. Water, shadows, hair mostly.
