Is there where why Obsidian won't provide STEAM with a way to upgrade a gifted game to premium ?

I was gifted a standard edition of Avowed but wanted to gain early access. I asked STEAM support and they said its not up to them it's on Obsidian why I would have to pay full price for a game that is already in my library. Are there any plans to address this issue ?
