Does anyone know if the character on the Avowed shirt (Skeleton-ish being with the sword) an important character (someone that we go to - to spend our points to level up) that we meet during the playthrough or is this a sort of amalgamation of some of the characters that we may meet? If this has already been brought up or discussed, I apologize.

We do not know, though I am doubtful it is representation of a specific character - it seems to me to be more symbolic but I don't think we know much about the key artwork.
