Can't log in with my xbox live account on PC ( Grounded Steam ) - Request blocked

Hi , my friend just bought grounded on steam and can't play with me because he can't log in with his xbox live account.

We tried with my account and it works , same with another  account.

We tried with another new account and same as his account we have a message after login : Request blocked.

We tried to activate two way authentifcation , same problem 

Any idea plz ?

This issue should be fixed now, but please submit a support ticket if you're still getting the same Request Blocked error.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
