I can't seem to find what component or variable is responsible for controlling how many abilities one can gain each level up, is this alterable at all or is it hard coded? Just curious on whether that is a possible thing to change at all

You mean how many points you get every level up or the skills you unlock automaticaly when level up? Regardless both are somewhere in the ClassProgressionTable.
