The Quickness becoming The Slowness

Natural explorer at max level now grants +50% movement speed outside of combat but the bonus should be neutralized in combat (+0%). Instead it makes you slower at -50% speed. This penalty also becomes occasionally suck on players in multiplayer if they weren't the one to end combat, requiring a relog to the server

This happens in literally any combat in multiplayer, even vs harmless, 1-shotable enemies.  AND if you log into a game with any Quickness effects, then remove them?  Boom, you're permaslowed!  It's seriously amazing that this Quickness "upgrade" failed to be tested even to this instantly obvious extent...
