Can no longer get webs from chopping the spider webs

I had chopped spider webs and am no longer to collect the webs I have chopped after the orb weaver shoots a web at you

The only to get webs is to kill a spider

I have gotten web fiber from a few webs that were stuck around me in a spider (orb weaver) fight, but it does seem that the webs that are already a part of the landscape (like in between the log posts in the rose garden area) are no longer giving fibers when they're "axed".
