How to update a mod on steam?

I followed the guide here but when I click on the steam button I do not get the update option, instead it tries to upload a new mod. How can I get my mod updated? 

In case it matters, I had to reinstall my OS and everything including reinstalling steam. Is this why it wants to upload my mod as a new mod?

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
