Save game timestamps are off

Description:  Save game timestamps are 4 hours off.

To reproduce:  Client version 0.3.0.2406 REL - after updating to the public test branch, I noticed that my save game timestamps for all save games (manual, automatic and logout) are 4 hours behind my current system time.  The timestamps are correct under the 0.2.2 client.  I am in the EDT (UTC-4) time zone.
