Voting system to 'ground' an uncooperative teen-mate

Oh queso sometimes kids can be rebellious... I propose a system where if there's a bad apple; the rest of the batch can vote to place them in a penalty box of sorts to refresh their rash that team work makes the dream work. Just a thought....

3 strike rule.

1st time penalty box for a few minutes real time, 2nd time penalty box and 10 minutes they can't build/remove/etc., 3rd time they're booted from the server.  

If they're messing up a fight, the 2nd penalty should make the bugs target them when in range.
