Difficulty Setting Cannot Be Changed

When loading a saved game, the difficulty displayed doesn't match and cannot be changed. I think this is a known issue.

 

However...

 

When trying to start a NEW game after loading a saved game, the setting on the NEW game is also locked and cannot be changed.  The workaround for this is completely closing the game and relaunching before trying to start a new game.
