Durance's Quest is stuck

I've just started Council of Stars and Court of the Penitent but I seem to be unable to progress Durance's quest. What do I need to do to move this quest along? I'm almost at the end of the game.

Update for posterity: The quest has been completed. The player needs to have Durance in the party (obviously) and complete "The Old Queen and the New King" side quest obtained from Council of the Stars. When you turn this quest in it will trigger the final dialogue with Durance which then completes his companion quest.
